State the current ownership position
A home originally built or owned by a council may now be privately owned. A block may contain a mixture of private and council-owned flats. Explain the current circumstances and the affected location; the building’s history alone does not show who should authorise an internal repair or shared investigation.
Identify whether shared access is involved
Describe any communal cupboard, shared ground or adjoining home that may need entry. Tell the relevant factor or building contact about the symptom, especially where the concern extends beyond your flat. Private ownership of one dwelling does not by itself give authority to operate equipment serving the whole block.
Use the actual building arrangements
Edinburgh Council provides information about mixed-tenure common repairs and shared-repair support. Consult the arrangements for your block and appropriate advice about responsibility. This does not mean every mixed block is included in a particular Council programme, or that the Council will undertake or pay for the proposed plumbing work.
Keep an internal repair distinct from a common repair
A dripping basin fitting inside your flat and a leaking common pipe may require different coordination. Assessment can help locate the observed fault, but deciding contribution or ownership needs the relevant records and advice. Do not instruct work on behalf of neighbouring owners without the authority required for that situation.
Prepare an efficient enquiry
Give the flat number, affected room, safely visible symptoms and the building contact if known. State who can provide access and who will approve costs. Keep notices, earlier repair findings and relevant correspondence together so the next conversation starts with established information rather than assumptions about the building’s former owner.
General information for preparing an enquiry. This guide does not diagnose a property, establish legal responsibility or confirm a booking, specialist capability or attendance time.
Does private ownership give access to common equipment?
Do not assume it does. Use the authorised building contact for restricted or common spaces.
Will the Council undertake every mixed-block repair?
No such promise is made here. Check the arrangements for the particular block and any relevant service eligibility.
What information helps the building contact?
Give the flat, affected room, visible symptom and access needs, with relevant notices or previous findings.
